ORLANDO To encourage faithful citizenship, the Florida Conference of Catholic Bishops once again has published the results of its Candidate Questionnaire Proj- ect, also known as CQP. For more than two decades, the conference has conducted the CQP each election cycle to assist Catholics and the broader commu- nity to become active citizens and informed voters. Knowing where the candidates stand on key issues concerning human life and dignity and the advancement of the com- mon good is essential to responsible faithful citizenship, the conference stated. Catholic faithful are called to political engagement shaped by the moral convictions of well-formed consciences and focused on the dignity of every human being, the pursuit of the common good, and the protection of the weak and the vulnerable," noted a bulletin an- nouncement sent by the conference to all Catholic parishes. The following information about the CQP was compiled for readers of the Florida Catholic . The second part of this article will be published next month. WHAT IS THE CQP?
The conference, the lobbying arm of for Florida's bishops, devel- ops questionnaires and invites all U.S. congressional and Florida leg- islative candidates appearing on the ballot in the primary and/or general elections to participate. Candidates are asked to identify whether they support or oppose a range of issues that are important to the faith com- munity, especially on proposals that may be acted on by lawmakers dur- ing the coming term. In addition to their positions on the issues, can- didates are given the opportunity to include brief comments on each question.
HOW IS CQP DIFFERENT?
Materials prepared as part of the Candidate Questionnaire Project are approved by Florida's bishops for use in parish or diocesan publi- cations. Surveys or polls by outside organizations are not approved for distribution by Church entities un- less prior approval has been grant- ed by the local diocesan bishop or the Florida Conference of Catho- lic Bishops. However, it should be noted candidate positions on is- sues are gathered for informational purposes only and are not used for endorsement of any candidate or political party.
ARE ALL THE CANDIDATES LISTED?
If a candidate is listed on a Florida ballot, that candidate was invited to

participate. However, if candidates opted to not answer the question- naire, they are still listed in the table of responses with each response marked as "NR" - "no response." Please note, this election cycle does not include an election for U.S. sena- tor, whose terms run six years, or Florida governor.
WHERE ARE RESULTS?
Everything anyone needs to gather from the CQP is conveniently located at the website for the Florida Conference of Catholic Bishops - www.flaccb.org/cqp. A step by step tutorial is available on this page, along with live links. The website of- fers links to finding district numbers across the state and to all the county supervisors of elections. There is also a downloadable pdf of early voting locations, dates and times for Florida's Aug. 18 primary election. Candidate responses are posted in two formats. The first option lists of all candidates on the primary and general election ballots - which are generated when a website user presses the buttons marked - "All congressional candidates," "All Florida senate candidates" and "All Florida house candidates." Can- didates are listed in two colors - black and red. Those marked in red have answered the questionnaire and viewers can see the responses. When visitors click a candidate in red, a downloadable PDF lists the questions and responses, along with any text candidates were afforded to include about why they responded as they did. Text responses were optional. The other option is to see primary election candidates in a table format by diocese. The responses from the candidates are delineated in easy- to-follow tables that are separated by district number. .
WHY AREN'T RESULTS PRINTED IN BULLETINS LIKE BEFORE?
The table format by diocese avail- able online at www.flaccb.org/cqp replaces the bulletin inserts devel- oped in the past. This allows the project to be available to voters at their convenience and for voters to have access to the most current in- formation and any recently received candidate responses. This format was also adopted in light of the coronavirus, during which Florida dioceses have asked parishes to go paperless, in terms of missalettes, bulletins, prayer cards, etc. What are the questions? The legislative (state) question- naire is as followed. The 10 ques- tions are listed in alphabetical order: ABORTION LIMITS: Prohibiting abortion when a fetus has reached 20 weeks gestation and has the ca- pacity to feel pain? ACCESS TO HEALTH CARE: In- creasing health coverage options for uninsured Floridians, especially the unemployed and the working poor? AFFORDABLE HOUSING: Using all state housing trust funds as in- tended to address affordable hous- ing needs in Florida? CRIMINAL JUSTICE: Autho- rizing courts to impose a sentence less than the mandatory minimum term of imprisonment for nonvio- lent crimes? DEATH PENALTY REPEAL: Ending Florida's use of the death penalty while preserving the al- ternative of a life sentence without parole? END-OF-LIFE PROTECTION: Preserving Florida law that bans doctor-prescribed suicide? FREEDOM TO SERVE: Allowing health care providers and workers the freedom to serve in accord with their conscience? PARENTAL EMPOWERMENT: Eliminating the requirement to at- tend public school the year prior to receiving a state scholarship for K-12 non-public schools? PROTECTING WORKERS: Re- quiring drinking water, shade, and annual heat illness training be pro- vided for farmworkers and other outdoor workers? RELIGIOUS FREEDOM: Re- specting the autonomy of non-pub- lic schools to maintain policies that distinguish dress codes and other aspects of student life on the biologi- cal basis of sex? The congressional (federal) questionnaire is as followed. The 10 questions are listed in alphabetical order: ABORTION FUNDING BAN: Maintaining the prohibition on the use of federal funds to pay for or pro- vide insurance coverage for elective abortions? ACCESS TO HEALTH CARE: Preserving the state option for Med- icaid expansion, which would allow Florida to expand coverage in the future? CONSUMER PROTECTION: Capping the interest rate on con- sumer credit loans (e.g., payday loans and vehicle title loans) at 36%? DEATH PENALTY REPEAL: Re- pealing the federal government's use of the death penalty? ENVIRONMENT: Investing fed- eral funds in renewable energy in- novation to mitigate harm to the natural environment? GUN CONTROL: Restricting ac- cess to firearms by requiring uni- versal background checks? HUMAN SEXUALITY: Maintain- ing currently protected classes of in- dividuals without adding new ones based on "sexual orientation" and gender identity"? IMMIGRATION: Achieving comprehensive reforms that offer a path to citizenship for the undocu- mented who live in the U.S. and do not have a criminal record, expand family reunification and worker vi- sas, secure our borders, and estab- lish humane enforcement?

When you click "All U.S. Congressional Candidates," the verbiage turns red (as circled) and visitors can scroll to their district to see candidate responses. Candidates in RED - like the ones circled - responded to the questionnaire and visitors can click on their names to view their responses in a downloadable PDF.

PARENTAL EMPOWERMENT: Providing individuals and business- es federal tax credits for donations to state-based scholarship programs for K-12 education?
WHY ARE THERE DIFFERENT QUESTIONS FOR STATE AND FEDERAL CANDIDATES?
State representatives and state senators have different proposals that come across their desk than those who hold seats for the U.S. House and the U.S. Senate. While both sets of questions might cover similar topics - such as education, capital punishment, healthcare and abortion - the questions are worded differently as they take into account specific legislation the dif- ferent governmental officials will encounter. For instance, only Florida leg- islators would vote on specifics of the death penalty that involves the state, which is why their question is worded, "Ending Florida's use of the death penalty while preserving the alternative of a life sentence without parole?" Whereas, the congressio- nal question for U.S. representatives is worded, "Repealing the federal government's use of the death pen- alty?" The legislative questionnaire involves a state angle, while the con- gressional questionnaire involves a federal angle.
WILL THERE BE ANY INFORMATION POSTED IN SPANISH?
Visit www.flaccb.org/cqp- espanol see the site translated in Spanish. Visitors will have equal ac- cess to candidate responses (which will be in English) and a listing of all the questions in Spanish.
WHAT ARE DATES I SHOULD MARK ON MY CALENDAR?
An important website to book- mark - along with www.flaccb. org/cqp - is the Florida Division of Elections at https://dos.myflorida. com/elections/for-voters/election- dates/. Visitors can find a variety of information. Some highlights in- clude: General election: Nov. 3 A vote-by-mail ballot must be returned and received no later than 7 p.m. (local time) on election day in order to be counted. The deadline to request that a vote-by-mail ballot be mailed is no later than 5 p.m. (local time) on the 10th day before the election. The deadline for the November general election is Oct. 24.
